The Communist Party of China (CPC) operates its local organizations at levels of provinces, autonomous regions, municipalities, cities and counties.
The lead agencies of its local organizations are the local Party congresses and their local Party committees. Deputies to local Party congresses at all levels are elected from among local Party members.
The local Party congresses are also held every five years. The local Party congresses and their committees are responsible for carrying out the directives of higher Party organizations and directing work in their own areas.
The functions and powers of local Party congresses at all levels include: To hear and examine the reports of the Party committees at the corresponding levels; To hear and examine the reports of the commissions for discipline inspection at the corresponding levels; To discuss and decide on major issues in their own areas; To elect the Party committees and commissions for discipline inspection at the corresponding levels.
