| Keeping firmly in mind China's basic national condition in the primary stage of socialism and having a clear understanding of new topics and new contradictions that emerge in the new phase of the new century – this represents a crucial idea Party General Secretary Hu Jintao underscores in his important speech of June 25 delivered at the Party School of the Communist Party of China (CPC) Central Committee in Beijing.
Since the Third Plenary Session of the 11th Party Central Committee convened in 1978, the CPC has adhered to the emancipation of the mind and seeking truth from facts and, through conscientiously summing up the historical experience and lessons and re-appraising China's basic national condition, set forth the thesis that Chinese society is and will remain at the primary stage of socialism for a long time to come. This concept constitutes a scientific thesis of major theoretical and practical significance, and it has to be kept firmly in mind at any time.
China's reform, opening-up and modernization program have made outstanding achievements in the past 29 years of the new era, which have attracted worldwide attention, and the livelihoods of its people has become better off in general. But its productive forces are not fully developed, its innovation capacity is not strong enough and the development between urban and rural areas and between different regions is imbalanced; the task for the solution of issues relating to "Agriculture, Rural Areas and Farmers" is arduous, pressures on the employment and social security multiply, and contradictions between the eco-environment, natural resources and the socio-economic development have been increasingly prominent. All these phenomena have testified to the truth that China is still in an underdeveloped stage, the relative affluence its people have attained is still a low-level, un-inclusive, and imbalanced affluence, and the contradictions between the people's daily-increasing material and cultural needs and the backward social production remain the principal contradiction of Chinese society. So people in the Party, and senior officials in particular, have to bear in mind the basic national condition in the primary stage of socialism and to acquire a clear understanding of the importance, protractedness and arduousness about the all-round construction of a better-off society, the realization of basic modernizations in China, and the strengthening and development of its socialist system, and it is essential to concentrate on economical construction and seek development whole-heartedly and to raise the awareness not to be cut off the practice whenever thinking of problems or doing things.
In the new era of the new century, China's development is projected at a new, historical starting point. Internationally,
trends for multi-polarity and economic globalization have developed in a deep-going way, global environment has become increasingly complex and volatile, competitions in overall national strength between nations turned increasingly acute, factors of uncertainty negatively affecting peace and development are on rise, and China will still face pressures of the developed nations with superiority in their spheres of economics, science and technology.
Domestically, the economic set-up is undergoing in-depth reforms, social structure is in a process of changes, the distribution pattern of interests is being adjusted and the ideological concept is also undergoing penetrating changes.
Such unprecedented social changes have not only enormously revitalized China's development and progress, but are sure to evoke contradictions and problems of one kind or another. So it is imperative to acquire a clear understanding of the overall situation of the contemporary world and present-day China, analyze scientifically new opportunities and challenges in China's all-round involvement in economic globalization, as well new topics and contradictions facing China's various undertakings under the situation of the in-depth growth of internationalization, comprehensively steer to new demands from China's development under the situation of development in industrialization, urbanization, marketization and internationalization and new expectations of the masses of people, sum up assiduously the practical experience of the CPC in governing the country and managing state affairs, formulating the programs of action and guiding policies of fundamental importance in a bid to lead people in their continuous, all-round construction of a better-off society and speed the advancement of the socialist modernization drive.
In keeping firmly in mind the basic national condition in the primary stage of socialism, we are urged to adhere to Deng Xiaoping Theory and the important thought of "Three Representatives" unswervingly as the guidance and implement the scientific outlook on development in a penetrating way by means of persevering in emancipating the mind, advancing the reform and opening to the outside world, spurring scientific development, promoting the social harmony and going in for the all-round construction of a better-off society. We are urged to adhere to the Party's basic line unswervingly, take a firm hold of the central task of "economic construction" and persevere to integrate the "one central task, two basic points" into the great practice of developing the socialism with Chinese characteristics and, at no time shall we waver or vacillate. In so doing, we will go all out to open up still broader prospects for development of socialism with Chinese characteristics, and to make this socialist road alive with Chinese characteristics still more wider and ever brighter.
