Government departments act on proposals put forward by CPPCC members

Based on CPPCC proposals concerning strengthening the social credit system to prevent economic risks, solutions to difficulties in financing small and medium-sized enterprises as well as establishing and perfecting a modern rural financial services system, the State Council issued Several Opinions on Further Promoting the Development of Small and Medium-sized Enterprises in September 2009.

The People's Bank of China, the central bank, and the China Banking Regulatory Commission, the industry watchdog, jointly issued Guiding Opinions on Further Adjusting the Credit Structure to Promote the Rapid and Steady Development of the National Economy in March 2009.

Based on CPPCC proposals about activating rural markets and expanding domestic demand, the Ministry of Finance and the Ministry of Commerce implemented policies of expanding rural markets for home appliances and motorcycles. They also introduced a series of policies to improve the system of agricultural produce circulation.

Based on CPPCC proposals regarding industrial restructuring and supporting key industries, the Ministry of Industry and Information Technology, and related departments, issued and implemented 165 planning and supporting policies.

Based on CPPCC proposals on establishing a policy-oriented agricultural insurance system, the China Insurance Regulatory Commission issued several documents. These included the Notice On Regulating Policy-oriented Agricultural Insurance Management and the Notice on Further Improving the Development of Agricultural Insurance to pilot insurance projects in rural areas and expand agricultural insurance coverage.

To safeguard national grain security, the National Development and Reform Commission, Ministry of Agriculture, the State Grain Bureau jointly coordinated measures to ensure stable grain production and circulation, and the strengthening of grain reserves management.

In regard to proposals on establishing China's trade adjustment assistance system and improving the mechanism for export tax rebates, the Ministry of Commerce has increased the rebate rate on some products seven times. The National Development and Reform Commission formulated relevant policies and measures to further improve the development of the western region and accelerate the construction of small cities and towns as well as promoting the economic and social integration of urban and rural development.

More than 1,900 proposals were raised by CPPCC members on educational reform, medical and healthcare systems, employment situations, income distribution, social security and housing.

Based on CPPCC proposals on deepening medical reform and making it cheaper and easier for people to see doctors, the Ministry of Health issued a series of measures to improve the new rural cooperative medical care system, establishing and improving the integration of urban and rural healthcare services and medical insurance systems. In proposals on occupational diseases, the State Council promulgated the National Occupational Disease Prevention Plan (2009-15), to protect the health of workers more effectively.

In light of a proposal about the serious impact of the salt tide on drinking water safety in Macao Special Administrative Region and the Pearl River Delta region in south China, the Ministry of Water Resources has made continuous efforts to solve the problems and track the whole process until it was resolved. And because of a proposal to increase the number of overseas Chinese and veterans in the 60th anniversary National Day parade, the State Council Overseas Chinese Affairs Office, through positive inter-departmental communication and coordination, arranged specially an overseas Chinese and veterans team to participate in the parade ceremony.

CPPCC members also offer suggestions on the 2010 Shanghai World Expo, the implementation of an intellectual property strategy, the development of cultural and sports industries, and improving the work of the CPPCC.

Consultations and discussions to promote the implementation of the motions have been held. Thirteen meetings were held on coal tax reform and solving the employment problems of college students. Also, specific research was conducted on strengthening the social credit system and regulating capital markets in China.

According to the CPPCC National Committee, until March 7, 2010, the final day for handing in the proposals for the committee's third session, there are altogether 5,430 proposals collected. Many of the proposals were posted on the Internet for discussion and feedback.
