China Aims to Improve Administrative Law Enforcement Transparency

China's State Council General Office has issued a pilot plan to improve transparency in administrative law enforcement.

 

The document includes publicity and recording mechanisms and a legal review mechanism for major decisions.

 

The plan will be piloted in regions and government departments including Tianjin, Hebei, Anhui and the Ministry of Land and Resources.

 

The plan is crucial to regulation of administrative law enforcement, supervision of performance and protecting the rights and interests of the people, the document said.

 

It calls for prompt disclosure of information, and requires personnel to identify themselves while performing their duties and record their action via text and video.

 

The plan sets out a coordination mechanism which includes the Legal Affairs Office of the State Council, National Development and Reform Commission and the Ministry of Human Resources and Social Security.
