Understanding China through Keywords(20/10/16)
Prevailing words help to expand understanding of China

Learning keywords is one of the best ways to keep abreast of the latest developments in a country. The China Academy of Translation, a research institute affiliated with the China International Publishing Group, the country's leading international publisher, regularly analyzes prevailing Chinese terms in various sectors and translates them into a number of foreign languages ranging from English to Arabic. In each issue, Beijing Review presents a selection of these keywords to help readers know more about China. 

Coordinated development 

Coordinated development is the second of China's five concepts for development. In tandem with China's high-speed growth, problems of imbalance and unsustainable development have begun to emerge. The 13th Five-Year Plan (2016-20) envisions strengthened policy coordination aimed at (a) promoting coordinated urban and rural development, so as to overcome the usual urban-rural dichotomy; (b) facilitating coordinated economic and social development, so as to bridge the gaping gap currently existing between the two processes, and (c) synchronizing its new model of industrialization with efforts at expanding access to information technology, urbanization, and agricultural modernization. It is essential to integrate development efforts in different areas in a seamless manner that helps upgrade China's hard and soft power.

Development for global progress 

The fourth component of the conceptual framework for development, development for global progress, focuses on interactions between China and the rest of the world.

The following six areas of action are highlighted in the 13th Five-Year Plan:

improving the strategic planning of the process of opening up;

creating a new mechanism for this purpose;

promoting the Belt and Road Initiative;

increasing cooperation between the mainland and Hong Kong, Macao, and Taiwan;

playing a more active role in global economic governance; and

taking on greater international responsibilities and obligations.

With closer interactions with the rest of the world, China wishes to effectively promote global progress through cooperation beneficial to all.

Green development 

As one of the development concepts, green development highlights the importance of harmony between man and nature. Heightened attention will be given to an eco-friendly approach to development in order to preserve harmony between man and nature. Efforts will be stepped up to promote low-carbon and circular development, conservation and efficient utilization of resources, environmental protection, and safeguard China's ecological security. It is imperative to build an economic structure conducive to green, low-carbon and circular development, and incorporate an eco-conservation perspective into every facet of economic, political, cultural, and social development. Our goal is that the land we inherit will remain blessed with green mountains, clear water, and fresh air.

Development for the benefit of all 

Development for the benefit of all, the fifth of China's five concepts for development, is aimed at promoting social equity and justice. Ensuring universal enjoyment of the fruits of reform and development is what our socialist ideals call for, and most aptly reflects the advantages of our socialist system.

Development for the benefit of all is about empowering the people to reach their full potential in an enabling environment conducive to safeguarding equity and justice. The 13th Five-Year Plan lists the following measures to this end:

expanding access to public services;

effectively implementing poverty-alleviation projects;

improving the quality of education;

creating more jobs;

narrowing the income gap;

building a more equitable and sustainable social security system;

improving healthcare services; and

promoting balanced population growth
