Key Terms to Understand Reform and Opening Up
Prevailing terms concerning the reform and opening-up policy

The China Academy of Translation has analyzed prevailing terms concerning the reform and opening-up policy and translated them into a number of foreign languages. The research institute is affiliated with the China International Publishing Group, the country's leading international publisher. In each issue,Beijing Review presents a selection of these keywords to help readers more deeply understand this program.

The Four-Pronged Comprehensive Strategy

The Four-Pronged Comprehensive Strategy consists of building a society which is moderately prosperous in all respects, comprehensively expanding in-depth reform, promoting law-based governance and enforcing strict Party self-governance. This strategy emerged from China's developmental needs and the expectations of the people, and was formulated to help solve the most pressing problems and issues currently facing the country.

The four prongs are interconnected, holistically integrated and tightly linked by their internal logic. Completing building a society which is moderately prosperous in all respects is the foremost element of the Four-Pronged Comprehensive Strategy. The other three measures—comprehensively expanding in-depth reform, establishing law-based governance and enforcing strict Party self-governance—provide important guarantees for completing building a moderately prosperous society in all respects as planned.

The Four Matters of Confidence

In his speech on July 1, 2016, at the celebration of the 95th anniversary of the founding of the Communist Party of China (CPC), Xi Jinping, General Secretary of the CPC Central Committee, added "confidence in its culture" to the existing "three matters of confidence" (the socialist path, theory and system), thus coining the term "four matters of confidence."

"Confidence in its path" is confidence in the direction of development of socialism with Chinese characteristics and confidence in its future; "confidence in its theory" is confidence in the scientific nature, truth and sound nature of the theory of socialism with Chinese characteristics; "confidence in its system" is confidence in the advanced and superior nature of the system of Chinese socialism; "confidence in its culture" is a full affirmation of the value of China's own culture and a faith in its vitality.

These four form an organic whole; they provide a complete conceptual system of socialism with Chinese characteristics; they are complementary and interactive. Of the four, "confidence in its culture" is the most fundamental, profound, broad, basic, deep-rooted and longest-lasting.

The Four Consciousnesses

On January 29, 2016, the Political Bureau of the CPC Central Committee publicly spelled out for the first time the "Four Consciousnesses:" maintaining political integrity, thinking in terms of the big picture, following the leadership core and staying aligned with the central Party leadership. Alignment in thinking, political unity and unison in action have been essential to the continuing development and growth of the CPC's endeavors. It would be unthinkable and unworkable for such a large party and such a big nation to be without centralized unity, a strong leadership and powerful central authority.

The greatest strength of socialism with Chinese characteristics is the leadership of the Party, and the key to strengthening it is to maintain the centralized and unified leadership of the Party's Central Committee. The only way for the Party to become stronger and more united, and for it to always be the strong core leader of Chinese socialism, is for Party members to maintain political integrity, think in terms of the big picture, follow the leadership core, and stay aligned with the central Party leadership, and for them to always be aware of staying in close unison in both thoughts and deeds with the Party Central Committee with Xi Jinping at its core. These "Four Consciousnesses" cannot be given lip service—they must be implemented.
