VIII. Public Finance, Banking and Insurance

In 2011, local government fiscal revenue of the region totaled 6.45 billion yuan, representing a growth rate of 52 percent over the previous year. Its general budget revenue grew 49.4 percent to 5.48 billion yuan.

The total fiscal expenditure amounted to 77.3 billion yuan, recording a year-on-year growth rate of 37.4 percent. The general budget expenditure grew 37.6 percent to 75.8 billion yuan. Of this total, the expenditure on social security and employment grew 63.2 percent to 5.21 billion yuan; that on education increased 27.4 percent to 7.74 billion yuan; that on health care rose 8.5 percent to 3.48 billion yuan; that on environmental protection rose 35 percent to 1.59 billion yuan.

The outstanding balance of deposits denominated in renminbi and foreign currencies of all financial institutions totaled 166.25 billion yuan at the end of 2011, up 28.2 percent. Of this total, institutional deposit increased 30.1 percent to 115.2 billion yuan, individual deposit increased 19.3 percent to 31.93 billion yuan. The outstanding balance of loans denominated in renminbi and foreign currencies of all financial institutions amounted to 40.91 billion yuan, up 35.5 percent.

In 2011, the premiums received by insurance companies totaled 738 million yuan, representing a year-on-year growth rate of 45.8 percent. Of this total, the property insurance premiums increased 23 percent to 67 million yuan; life insurance premiums totaled 78 million yuan, rising 81.9 percent; personal accident insurance premiums were 42 million yuan, up 35.5 percent; motor vehicle insurance premiums grew 16 percent to 368 million yuan; and health insurance premiums stood at 65 million yuan, up 2.1 times from the previous year. In 2011, a total of 310 million yuan was paid by insurance companies as indemnities, up 39.6 percent.

IX. Education, Science and Technology

In 2011, the six universities in the region had 9,836 new students, including 317 postgraduates and 9,519 undergraduates. They had a general education enrollment of 33,198 students, including 824 postgraduates and 32,374 undergraduates. In 2011, 8,354 students graduated from the six universities, with 195 getting master's degrees or above and 8,159 getting bachelor's degrees or college certificates. The six vocational secondary schools in the region had 19,446 enrolled students, including 5,286 new entrants, and 8,625 graduated students. There were 123 secondary schools in the region, including 22 senior secondary schools, eight whole secondary schools and 93 junior secondary schools. The senior secondary schools had 44,676 enrolled students, including 16,720 new entrants, and 13,165 graduated students. Students enrolled in junior secondary schools totaled 136,371, including 44,567 new entrants, and 44,370 graduated students. The 860 primary schools in the region had a total enrollment of 294,725 students, including 49,536 new entrants, and 48,319 graduated students. There were 246 students enrolled in special education schools, with 27 new entrants. Kindergartens accommodated 41,751 children, an increase of 18,337 students over the previous year. The enrollment rate of school-age children reached 99.4 percent, 0.2 percentage points higher than a year earlier.

There were 127 meteorological stations in the region, including 39 manned ones and 88 unmanned ones. There were six radar stations in the region in 2011, including four doppler radar stations and two digital radar stations. In addition, there were 20 earthquake monitoring stations, with two in trial operation, 35 hydrology monitoring stations and five water-level monitoring stations in the region.

X. Culture, Public Health and Sports

At the end of 2011, there were 394 cultural organizations in the region, including 67 art organizations and 323 civilian cultural organizations. There were four public libraries, eight mass art centers and two other cultural organizations. There were five television stations and one radio station. At the end of 2011, its radio and television broadcasting coverage rates were 91.67 percent and 92.8 percent, respectively. A total of 154.11 million copies of newspapers and 1.7 million copies of magazines were issued, and 15.63 million copies of books were published.

By the end of 2011, there were 1,378 health institutions in the region, including 783 hospitals and health centers, 81 epidemic disease prevention centers, 57 maternal and child health care institutions. There were 9,462 beds in health institutions, including 9,192 beds in hospitals. There were 10,797 health care workers, including 4,175 licensed doctors. The number of beds in health institutions and health care workers per 1,000 persons reached 3.18 and 3.56, respectively.

In the past year, the region had 5,810 sets of exercise facilities and 48 exercise projects for farmers. (Each project includes 24 basketball courts and 24 table-tennis tables.) In 2011, Tibetan athletes won three gold medals, eight silver medals and three bronze medals in domestic and international sport events. In mountain-climbing and rock-crawling events, Tibetan athletes won two first prizes, one second prize and three third prizes. In the past year, the region organized 502 mass sport activities with participants numbering 2.32 million. In 2011, the region issued 443 sport instructor certificates, including 53 national first-class certificates, 143 national second-class certificates and 247 national third-class ones. In 2011, sales from the sports lottery amounted to 242 million yuan, raising public welfare funds of more than 60.29 million yuan.
