尊敬的李显龙总理阁下,各位同事:

今年是东盟成立40周年,是东盟发展历程中具有里程碑意义的一年。在此,我代表中国政府和人民对东盟各国政府和人民致以热烈祝贺!衷心祝愿在刚刚发表的《东盟宪章》指引下,东盟各国在促进经济发展和社会进步方面再创辉煌。我们相信,团结、开放、富有生机和活力的东盟将为促进本地区和平、发展、繁荣做出更大贡献。

去年,中国和东盟关系揭开了新的篇章。我们共同庆祝建立对话关系15周年,一致同意加强战略伙伴关系和全面合作,并为此发表了《联合声明》。

一年后的今天,中国和东盟国家领导人在新加坡再度相聚。回顾过去,展望未来,我们为双方合作所取得的新进展感到高兴,对我们面向和平与繁荣的战略伙伴关系的更大发展充满信心。

过去一年,在中国-东盟建立对话关系15周年纪念峰会《联合声明》的指引下,双方睦邻友好与互利合作取得新进展,有了新收获。

保持了高层友好交往,加强了政策对话,增进了相互理解和信任;就落实《南海各方行为宣言》后续行动保持磋商,共同致力于维护南海地区的和平与稳定。

继续加快双边自贸区建设,在实施《货物贸易协议》和《服务贸易协议》基础上,积极推进投资协议谈判。今年,双边贸易额将达1900亿美元,明年有望突破2000亿美元,累计相互投资额454亿美元,双方已互为第四大贸易伙伴。

签署了《中国-东盟海运协定》,通过了《中国与东盟航空合作框架协议》,继续推进泛亚铁路和大湄公河流域信息高速公路建设,为扩大双方交往与合作创造了更多便利。

积极落实今年年初第十次10+1领导人会议的倡议,在农村信息化、青少年交流、新闻媒体交流、人力资源开发、环境保护、质检和食品安全、禽流感防控、灾害管理、维和等领域开展了务实合作,取得了良好的社会效益;在农业、科技、能源、教育、文化等重点领域保持旺盛的合作势头;成功举办了第四届中国-东盟博览会和商务与投资峰会。

在东盟与中日韩(10+3)、东亚峰会、东盟地区论坛、亚太经合组织、联合国、世贸组织等地区和国际组织中密切配合,相互支持,携手促进地区和世界和平、稳定与发展。

主席先生,

中国和东盟正迈入各自发展的新时期、新阶段。我愿重申,巩固和发展同东盟面向和平与繁荣的战略伙伴关系,是中国政府坚定不移的外交政策。在新的一年里,中方将在以下方面与东盟共同努力,加强中国-东盟战略伙伴关系,在更高层次上促进双方的互利共赢和共同发展。

一、加强政治互信和政策协调

保持双方高层交往,加强各领域、各层次的对话和沟通,密切在重大地区和国际事务中的协调与配合,增进政治互信。

积极落实《南海各方行为宣言》,推动有关后续行动取得进展,促进南海务实合作和共同开发,维护南海地区的稳定。

增进双方军事交流与合作,开展机制化的防务合作,加强国防政策对话,扩大双方军队在非传统安全领域的合作。中方将于明年主办中国-东盟防务学者交流活动。

二、提升经贸关系与合作水平

坚持平等互利,注重实效,长期合作,共同发展的原则,落实好《货物贸易协议》和《服务贸易协议》,加快双方投资协议谈判,争取早日达成共识,推动全面建成中国-东盟自贸区。

加强双方公路、铁路、航空、信息通信的互联互通,以满足双方经贸关系更大发展的需求。为此,我们将与东盟国家积极落实双方海运协定和航空合作框架协议,并尽早通过"交通合作战略规划",商签中国-东盟航空运输协定;努力建设"中国-东盟信息高速公路";大力推进泛亚铁路建设,中方愿在力所能及的范围内,通过技术、人员、设备等方式参与境外段的前期研究和建设;成立联合专家组,就泛北部湾经济合作开展可行性研究。

为进一步拓展双方在信息通信技术领域的合作,中方将于明年主办第三届"中国-东盟电信周",并倡议建立中国-东盟网络与信息安全应急处理合作框架。

根据中国与东盟即将签署的《关于加强卫生和植物卫生合作谅解备忘录》,加强双方在进出口食品、农产品及其他相关产品的安全、卫生和健康方面的合作,为本地区货物贸易便利化、保护消费者利益做出新贡献。早日签署《中国-东盟关于技术法规、标准和合格评定合作谅解备忘录》。

争取早日签署并落实"中国-东盟中心《谅解备忘录》",逐步启动"中心"的活动,充分发挥"中心"在促进双方经贸、文化、民间交流等方面的独特作用,进一步将双方战略伙伴关系"行动计划"和"全面经济合作框架协议"落到实处。

在10+1框架内,就加强中国和东盟的知识产权合作进行进一步探讨,争取早日就有关合作协议达成共识。为此,中方将于明年主办中国-东盟知识产权研讨班。

继续办好中国-东盟博览会和中国-东盟商务与投资峰会,使之成为双方深化交流、扩大合作、互利共赢、共谋发展的重要平台。

三、开展在非传统安全

领域的务实合作

继续加强双方在打击贩毒、偷运非法移民、海盗、恐怖主义、武器走私、洗钱、国际经济犯罪和网络犯罪等非传统安全领域的合作,适时续签《中国-东盟非传统安全领域合作谅解备忘录》。

作为马六甲海峡的使用国,中国致力于通过对话合作维护海峡安全,愿积极参与有关合作项目。中方将于明年为马六甲三国举办"海事调查培训班"和"港口国监督培训班"。

重大自然灾害是我们共同面临的威胁。为提高共同预防和应对巨大灾害的能力,中方将于明年主办中国-东盟增强区域应对巨灾能力研讨会。

加强双方在能源、环境保护、气候变化等领域的长期合作。我们支持双方本着互利共赢的原则,加强在可再生能源、清洁能源等领域的合作,共同探讨解决能源供应问题的其他途径。我们愿同东盟探讨制订"中国与东盟环保合作战略"。中方将于明年建立"中国-东盟环保合作中心",建议适时建立中国-东盟环境部长会议机制,为建设资源节约型和环境友好型的东亚共同努力。

四、积极支持东盟共同体

和一体化建设

我们坚定支持东盟建立以经济、安全、社会与文化为三大支柱的"东盟共同体"的努力,愿为东盟一体化进程提供力所能及的帮助。

中方将与东盟积极配合,共同努力,尽快启动中方承办的两个"东盟一体化倡议"项目。在此基础上,中方愿积极研究承办其他"东盟一体化倡议"项目的可行性。

落实"今后5年为东盟培训8000名各领域人才"的倡议,中方明年将继续为东盟举办各类培训项目,计划培训2000人左右。

中方将继续支持东盟缩小内部发展差距的努力,积极参与东盟-湄公河流域开发合作、大湄公河、东盟东部增长区等次区域合作。

五、扩大社会、

文化交流及人员交往

中方将继续邀请东盟青少年访华,主办青年营、夏令营、青年企业家论坛等交流对话项目。利用好在广西建立的"中国-东盟青少年培养基地",增进双方青少年的相互了解和友谊。

中方愿在体育和文化交流方面继续加强与东盟的合作,并将于明年主办中国-东盟文化产业论坛,建议双方着手制订《中国-东盟文化产业互动计划》。我们热烈欢迎东盟国家参加2008年北京奥运会,预祝你们取得优异的成绩。

加强中国-东盟媒体合作对于增进双方人民的相互了解、巩固传统友好、扩大互利合作具有重要意义。我们愿与东盟尽早签署并落实《新闻媒体合作谅解备忘录》,制订有关工作计划。明年,中方将主办中国-东盟广播电视论坛,并继续为东盟新闻工作者提供培训。中国与东盟各国互为重要的旅游目的地和客源国。为促进双方旅游部门之间的交流与合作,中方将于明年专门为东盟国家旅游主管部门开设培训班,重点帮助东盟了解中国的出境旅游市场。

主席先生,各位同事,

中国和东盟建立对话关系的16年历程表明,中国与东盟的发展是相互依存、相互促进的。随着中国经济和社会的发展,13亿中国人民生活水平的提高,将给包括东盟在内的周边邻国和世界其他国家和人民提供更大更多的发展空间和机遇。我们愿做出进一步努力,推动中国与东盟关系不断向前发展。

 

Prime Minister Lee Hsien Loong,

Dear colleagues,

This year marks the 40th anniversary of ASEAN, which is a milestone in the history of the organization. On behalf of the Chinese Government and people, I wish to extend warm congratulations to the governments and people of ASEAN countries. I wish all ASEAN member states greater achievements in economic development and social progress in the years ahead under the guidance of the just-adopted ASEAN Charter. We are confident that a united, open and dynamic ASEAN will make greater contribution to peace, development and prosperity in our region.

Last year witnessed the opening of a new chapter in China-ASEAN relations. We celebrated the 15th anniversary of the dialogue relations, and we agreed to strengthen China and ASEAN strategic partnership and all-round cooperation and issued a Joint Statement.

Today, one year later, we are meeting here again in Singapore. Reviewing the past, we are encouraged by the progress we have made in our cooperation. Looking ahead to the future, we have every confidence that our Strategic Partnership for Peace and Prosperity will be steadily enhanced.

Over the past year, guided by the Joint Statement issued at the Commemorative Summit Marking the 15th Anniversary of ASEAN-China Dialogue Relations, we have made new achievements in China-ASEAN good neighborly relations and mutually beneficial cooperation:

We have maintained high-level exchange of visits, and intensified dialogue on policy, thus enhancing mutual understanding and trust. We have continued consultations on the implementation of the Declaration on the Conduct of Parties in the South China Sea and are resolved to uphold peace and stability in the South China Sea.

We have accelerated the building of the free trade area. On the basis of implementing the Agreement on Trade in Goods and the Agreement on Trade in Services, we are actively engaged in the negotiation on investment agreement. China-ASEAN trade is expected to reach $190 billion this year and exceed $200 billion next year. Mutual investment has reached $45.4 billion in accumulative terms. China and ASEAN are now each other's fourth largest trading partners.

We have signed the China-ASEAN Maritime Transport Agreement and adopted the Framework Agreement on China-ASEAN Aviation Cooperation. We are making continued efforts to build the Pan-Asia Railway and the Greater Mekong Information Superhighway. All these have greatly facilitated bilateral exchanges and cooperation.

We are implementing the cooperation initiatives adopted at the 10th 10+1 Summit early this year and have carried out fruitful cooperation in information system in rural areas, youth exchanges, media exchanges, cultural and human resources development, environmental protection, quality inspection and food safety, avian flu prevention and control, disaster management and peace-keeping. Our cooperation in key areas such as agriculture, science and technology, education and culture has constantly grown. The Fourth China-ASEAN Expo and the Business and Investment Summit were successfully held.

We have cooperated closely and supported one another at 10+3, East Asia Summit, ARF, APEC, the UN, WTO and other regional and international organizations to promote peace, stability and development in both Asia and the world.

Mr. Chairman,

Both China and ASEAN are entering a new era and new stage in our respective development. I wish to reiterate that it remains a key foreign policy goal of the Chinese Government to consolidate and grow its Strategic Partnership for Peace and Prosperity with ASEAN. In the coming year, China will work with ASEAN in the following areas to strengthen our strategic partnership and elevate our win-win relations and common development to a new height.

First, enhance political trust and policy coordination

We should maintain regular high-level exchanges, increase dialogue and contact in various areas and at different levels, and step up coordination and cooperation on major international and regional issues to increase political trust.

We should actively implement the Declaration on the Conduct of Parties in the South China Sea and make progress in taking follow-up actions, advance practical cooperation and joint development in South China Sea and maintain stability in the area.

We should increase military exchanges and cooperation, pursue institutionalized defense cooperation, strengthen dialogue on defense policy and promote more cooperation between our militaries in non-traditional security areas. To this end, China will host an exchange program for China-ASEAN defense academics next year.

Second, upgrade business ties and cooperation

We should follow the principles of equality and mutual benefit, being results-oriented, and pursuing long-term cooperation and common development, ensure the smooth implementation of the Agreement on Trade in Goods and the Agreement on Trade in Services, and accelerate the negotiation on investment so as to reach early agreement and make full progress toward the building of the China-ASEAN Free Trade Area.

We should increase our road, railway, airlines and information telecommunications links to meet the demand of growing business ties. We will actively implement China-ASEAN maritime shipping agreement and the framework agreement on aviation cooperation, adopt the plan of China-ASEAN transport cooperation strategy as soon as possible and start negotiation on the China-ASEAN MOU on air transport cooperation. We will speed up the building of China-ASEAN Information Superhighway and energetically work for the construction of the Pan-Asia Railway. China is ready to provide, according to its ability, technical, human and equipment support for the initial study and construction of the non-China section of the railway. A joint expert group may be set up to carry out feasibility study for pan-Beibu Gulf economic cooperation.

To expand our cooperation in information technology and communications, China will host the third "China-ASEAN ICT Week" next year and propose putting into place a China-ASEAN information and network security emergency response cooperation framework.

China and ASEAN will soon sign the MOU on Strengthening Sanitary and Phytosanitary Cooperation. We should act accordingly and strengthen our cooperation to ensure the safety and sanitation of food, agricultural produce and other relevant products traded so as to further facilitate trade in goods in our region and better protect consumer rights and interests.

We should sign and implement the MOU on Establishing "China-ASEAN Center" at an early date, launch activities of the center in a step-by-step way, bring into full play the center's special role in promoting business, cultural and non-governmental exchanges and take solid steps to implement the Plan of Action for China-ASEAN strategic partnership and the Framework Agreement on Comprehensive Economic Cooperation.

We should have further discussions on enhancing China-ASEAN cooperation on intellectual property rights within the 10+1 framework with a view to reaching an early cooperation agreement, and China will host the China-ASEAN IPR workshop next year.

We will make continued efforts to ensure the success of the China-ASEAN Expo and the China-ASEAN Business and Investment Summit to turn them into important platforms for China and ASEAN to expand exchanges and cooperation for mutual benefit and common development.

Third, carry out practical cooperation in non-traditional security fields

China is ready to enhance cooperation with ASEAN in non-traditional security fields, including drug trafficking, human trafficking, piracy, terrorism, weapon trafficking, money laundering, international economic crimes and cyber crimes. We should renew the MOU on China-ASEAN Cooperation in the Field of Non-Traditional Security Issues at an appropriate time.

As a user of the Malacca Strait, China is committed to upholding security in the strait through dialogue and cooperation. China is ready to actively participate in the relevant cooperation projects. It will sponsor the maritime investigation training program and the port country monitoring training program for the three Malacca Strait countries next year.

Major natural disasters pose a common threat to us all. To enhance the capacity for jointly preventing and managing catastrophes, China will host the China-ASEAN Seminar on Enhancing Regional Capacity for Responding to Catastrophe next year.

We should enhance our long-term cooperation on energy, environmental protection and climate change. We should enhance our cooperation on renewable energy and clean energy and in exploring new ways to ensure energy supply in line with the principle of mutual benefit. We are ready to discuss with ASEAN the formulation of the China-ASEAN strategy on environmental protection cooperation. China will establish the "China-ASEAN Environmental Protection Center" next year. We propose putting into place the China-ASEAN environment minister meeting mechanism at an appropriate time in a common endeavor to build a resource-conserving and environment-friendly East Asia.

Fourth, give strong support to the development of the ASEAN Community and integration

We firmly support ASEAN in building an "ASEAN Community" with economy, security as well as society and culture as its three pillars. China is ready to provide assistance to the ASEAN integration process as its ability permits.

China will work closely with ASEAN to launch, as soon as possible, the two projects it has undertaken under the "ASEAN integration initiative." On this basis, China is ready to actively explore the possibility of undertaking other projects under the initiative.

We will implement the initiative of training 8,000 professionals in various sectors for ASEAN in the next five years. China will continue to sponsor various programs to train 2,000 professionals for ASEAN next year.

China will continue to support ASEAN's efforts in bridging its internal gap of development, and take an active part in the ASEAN sub-regional cooperation, such as development of the Mekong River basin, Great Mekong sub-region and the BIMP-EAGA.

Fifth, expand social, cultural and people-to-people exchanges

China will continue to launch exchange projects including inviting ASEAN young people to visit China and hosting youth camps, summer camps and young entrepreneurs forum. We will make full use of the China-ASEAN Youth Cultivation Center in Guangxi to increase mutual understanding and friendship between young people of the two sides.

China will continue to strengthen sport and cultural exchanges with ASEAN and will host the China-ASEAN Cultural Industry Forum next year. We propose that the two sides formulate the China-ASEAN Cultural Industry Interaction Program. We warmly welcome ASEAN countries to participate in the 2008 Beijing Olympic Games and wish you every success.

To enhance China-ASEAN media cooperation is of great importance to increasing mutual understanding between our peoples, strengthening traditional friendship and expanding mutually beneficial cooperation. We are ready to sign and implement with ASEAN the MOU on Information and Media Cooperation at an early date and make plan for our work in this area. Next year, China will host the China-ASEAN Broadcasting and Television Forum and continue to provide training for ASEAN journalists.

China and ASEAN member states are each other's important tourist destinations and sources of tourists. To promote exchanges and cooperation between our tourism authorities, China will sponsor special training courses for ASEAN government tourism departments to help ASEAN learn more about China's outbound travel market.

The growth of China-ASEAN dialogue relationship in the past 16 years shows that China and ASEAN are inter-dependent and that our respective development is mutually reinforcing. China's continued economic and social development and further improvement in the lives of the 1.3 billion Chinese people will create more development opportunities for ASEAN and China's other neighbors as well as countries and people in other parts of the world. We will redouble our efforts to build even stronger relations with ASEAN.
