Development and Peace Hold Key to National Rejuvenation
While developing productivity and immensely increasing material wealth, China needs to gradually secure fairness and social justice, said Premier Wen Jiabao

Peaceful development has never been about expediency, but is a consistent and long-term diplomatic policy and strategy of China. Due to our growing national strength and rising status on the world stage, the international community has expected a more active role of China in global affairs. Even so, we should continue to persevere on the road of peaceful development. Meanwhile, China will actively participate in the formulation of international rules to promote the establishment of a fair and rational world order. In the face of the sweeping economic globalization, China will energetically promote global and regional cooperation on the basis of mutual benefit.

Cultural development and exchanges

There are more than 2,000 ethnic groups around this world, and in the course of humankind's evolution, world civilization has been ceaselessly enriched and developed during increasingly frequent exchanges between ethnic groups of different origins. The phenomenon of diversity in human cultures and civilizations during the history of society is and will continue to exist for a long time. It is not the privilege of capitalist civilizations to enjoy science, democracy, rule of law, freedom and human rights, but they are common values pursued by all peoples and the fruit of civilization created through the joint efforts of all cultures. It only differs in form across different countries during different historical periods. Cultural diversity is objective and cannot be removed by manpower, and coexistence, exchange and integration of different cultures have contributed significantly to the progress of human development. We should allow the existence of cultural diversity and build a society where different civilizations are mutually respected to learn from and assist each other for common development, rather than discrimination, hatred and exclusion.

China is taking its own path in the development of political democracy. The socialist system is not contradictive to democracy, and a highly developed democracy and a complete legal system are inherent requirements of the socialist system and an important benchmark of a mature socialist system. The country has the full capacity to establish a nation of democracy governed by law within the framework of the socialist system. We will start from China's real conditions to explore the law of political democracy with Chinese characteristics in a practical approach. At present, China should focus on boosting economic development, guaranteeing the lawful rights and interests of ordinary citizens, combating corruption, raising public confidence in the government, improving administrative efficiency and building a harmonious society. On this basis, we will further the development of political democracy, improve the legal system and continue to push forward reform of the political system.

China prioritizes education development in an attempt to promote the overall quality of its citizens. The Chinese Government has put more efforts to ensure compulsory education, intensify vocational education and improve the quality of higher education to raise people's scientific and cultural recognition to a new level. China will emphasize more on moral education to build up an ethical system compatible with a socialist market economy as well as following the traditional virtues of the Chinese nation. The country will pay special attention to education on fidelity in order to encourage the public to honor credibility and further promote China's good reputation as an honest and trustworthy partner in the international community. China will educate people about foreign etiquette to nurture respect for local customs and behave themselves in public places so as to display a good image of Chinese people. As more and more Chinese visit abroad nowadays, we are increasingly aware of the significance to strengthen the crackdown on crimes such as smuggling, drug trafficking and illegal immigration to maintain good discipline in exchanges with the rest of the world.

China will strengthen cultural exchanges with its counterparts to promote the essence of its traditions. Prime virtues of Chinese tradition, such as harmony without uniformity, people first, respecting teachers and valuing education, and doing as you would be done by others, could be helpful to foreign cultures. China will take a more active approach to introduce these to more foreign friends and expand the influence of the Chinese culture in the world.
