Freeing up Transport In Northeast Asia
A "golden triangle" of logistics is taking shape in Northeast Asia, particularly in the Tumenjiang Area

A50-km expressway will soon link two ports in North Korea. The investor, Hunchun Donglin Economy and Trade Co. Ltd., comes from the Yanbian Korean Autonomous Prefecture in northeast China's Jilin Province. The company has also obtained 50-year rights over the use of Rajin Port in North Korea.

In recent years, the Yanbian Korean Autonomous Prefecture has made full use of the opportunities brought by international operations and construction projects in the Tumenjiang Area, developing and establishing open logistics channels in Jilin Province and northeast China and doing its utmost to form a new pattern of international operations and development in Northeast Asia and the Tumenjiang Area.

According to a report from Jilin provincial government, the Tumenjiang Area has witnessed sound development thanks to international collaboration. Transportation, energy and water facilities have been optimized and the investment climate has improved in the area, the report said. Nations involved are taking a proactive role in the region's development and are keen on further cooperation.

Free cargo transit

Located in east Jilin Province, the Yanbian Korean Autonomous Prefecture borders Russia and North Korea. Because of its special position, it is often called the "golden triangle" of Northeast Asia.

The Tumenjiang River is the only water channel on the Chinese mainland that flows into the Sea of Japan. During the process of international cooperation in the Tumenjiang Area, the prefecture has achieved access to the sea via some ports in Russia and North Korea and developed cargo and passenger transportation services to Japan and South Korea. However, these services are greatly restricted by factors such as the fussy procedures of Customs clearance.

With efforts from various aspects, Hunchun Donglin Economy and Trade Co. Ltd., Hunchun Border Economic Cooperation Area Bonded Co. Ltd. and the Economic Cooperation Bureau of Rason People's Commission in North Korea, jointly established Rason International Logistics Joint Venture Corp. Establishment of the company was approved by the Central Economic Cooperation Administration of North Korea. Registered in Rason, North Korea, the company acquired a business license to operate in North Korea covering a period of 50 years.

Rason International Logistics Joint Venture Corp. will own 50-year operation rights and the rights to use the No.3 dock and the soon-to-be-constructed No.4 dock in Rajin Port, as well as 50-year rights to use the highway linking China's Quanhe Port and North Korea's Rajin Port. Moreover, the company will also develop an industrial park and a bonded area of 5-10 square km near Rajin Port.

The highway between Quanhe Port and Rajin Port will be an enclosed and monitored expressway, allowing goods for China's internal trade to cross the border free of check, and enabling people to cross the border upon registration and transport vehicles to pass through simplified procedures.

This project provides a smooth transportation channel for the Tumenjiang Area so that heavy industrial products and chemical products in the industrial bases of northeast China can be transported to South Korea, Japan and even the United States and Europe via Rajin Port. This will be a convenient trade channel and help the revitalization of old industrial bases in northeast China.

Already in progress

In April 2005, China began the construction of the Baihe-Helong section of the east railway passage through northeast China. Through newly constructed railways this passage connects 13 existing railways. Along the China-Russia border and China-North Korea border, it forms one 1,389-km long railway passage connecting Mudanjiang in Heilongjiang Province to the north and Dalian in Liaoning Province to the south. Construction of this major railway artery may facilitate international cooperation and development in the Tumenjiang Area.

Tumen in the Yanbian Korean Autonomous Prefecture, with the newly constructed east railway passage in northeast China, is a port city along the Tumenjiang River. After implementation of the Northeast Asia international cooperation development project, Jilin Province constructed the Tuhun Railway linking Tumen and Hunchun in the prefecture. This railway is also connected with railways in Russia.

According to the officials from North Korea's Council for International Trade Promotion, in order to boost its processing trade, North Korea is planning to construct a railway from China's Tumen to North Korea's Rason by cooperating with Jilin Province.
