Residents in Yaoshui, Guangxi Zhuang Autonomous Region, turn to boats for transportation after rain-caused floods submerged the city in early July.

Torrential rains since the end of June and subsequent floods and landslides had affected nearly 40 million people in central and south China as of July 5, killing 75 and displacing 938,000 local residents. Direct economic losses in affected areas topped 13 billion yuan ($1.9 billion).

The government has allocated 126 million yuan ($18 million) and 5,200 tents for relief efforts.
