Guo Wei, President and CEO of Digital China, answers questions about the company's operating strategies and prospects for China's IT service sector in a written interview with Beijing Review.

Beijing Review: Digital China has detailed its strategies as "IT Serves China" and "IT Service on Demand." What is the operating objective for 2006?

Guo Wei: China will continue to strengthen its leading role in IT products distribution and service. We will stick to a customer-oriented and market-driven strategy, focus on innovation, add more value to the structure of "service, solution, system and spirit," and improve implementation through enterprise planning.

As the largest IT products distributor and systems integrator in China, how do you think Digital China should deal with competition from the multinationals? What are the competitive edges of Digital China?

Digital China will continue to stress customer orientation, generate more core competitive edges, and integrate resources at home and abroad, so as to compete with the multinationals at the same level. I think the main competitive edges of Digital China are that we know the Chinese market best and we have excellent customer relations. Meanwhile, we stress innovation to improve our competitive edge in terms of technology, systems and culture.

How do you view the overall situation and prospects of China's IT service sector?

IT service is embracing the overall expansion after several years of development. We estimate that IT services will reach its full growth around 2009.

How would the IT service sector contribute to China's national strategy of "building an innovation-oriented country"? What will Digital China do in "independent innovation" in terms of technology and branding?

We have a complete series of solutions in such sectors as finance, taxation, telecom and manufacturing ERP (Enterprise Resources Planning) and governments. We also lead in providing services ranging from supply chain management to e-commerce. Digital China, a national brand, is also a brand leader in innovation.

The theme of the Boao Forum for Asia this year is "New Opportunities of Asia." How would Digital China seize these opportunities?

We will be devoted, as always, to the IT sector, providing service on demand, taking the enormous opportunities produced by China's 11th Five-Year Plan (2006-2010), helping more customers build innovative systems and promoting digitization in China.

One of the topics of the Boao Forum is Innovation and the Next IT Revolution. In addition to technological innovation, management is also seen as a factor in a revolution. Would you comment on the role of management innovation in an IT revolution?

I believe innovation should include improvement in service, solutions, systems and spirit. Management is a key part of innovation and also a standard to appraise IT values. The important role of IT is to realize modernization in management.

Digital China is involved in both low-end distribution and high-end systems integration. How would you deal with the two sides? What is the focus for the future?

All these businesses are based on IT services and are tailored to different customers to meet their diverse needs. Digital China has different departments to provide services for consumers, corporate users, as well as customers of major industries. These sectors are all our focus and we will provide service on demand.
