The Fifth Plenum of the 16th CPC Central Committee 

Building a harmonious society was high on the agenda at a recent Central Committee plenum and China will launch a new round of reforms to achieve this, say analysts

The Fifth Plenum of the 16th Central Committee of the Communist Party of China (CPC) was held in Beijing on October 8-11, to examine and approve proposals for formulating the 11th Five-Year Plan for National Economic and Social Development (2006-10).

The meeting brought together 191 members and 150 alternate members of the CPC Central Committee and was presided over by its Political Bureau.

Hu Jintao, General Secretary of the CPC Central Committee and President of China, delivered a work report on behalf of the Political Bureau, while Premier Wen Jiabao explained the draft proposals.

The concept of "scientific development," first put forward by President Hu, is enshrined in the plan.
