Full Text of Resolution on CCDI Work Report

The following is the full text of the Resolution of the 18th National Congress of the Communist Party of China on the Report on the Work of the Central Commission for Discipline Inspection adopted at the just-ended 18th National Congress of the CPC on November 14, 2012:

The Eighteenth National Congress of the Communist Party of China reviewed and approved the Report on the Work of the Seventeenth Central Commission for Discipline Inspection, and gave full consent to its work.

The congress held that thanks to the concerted efforts made by the entire Party and the whole society under the firm and strong leadership of the Party Central Committee, new and significant progress has been made in improving Party conduct, upholding integrity and combating corruption since the Seventeenth Party Congress, thus ensuring progress in advancing the cause of the Party and country.

The congress called on the central and local commissions for discipline inspection to hold high the great banner of socialism with Chinese characteristics, follow the guidance of Deng Xiaoping Theory, the important thought of Three Represents and the Scientific Outlook on Development, and perform all the functions and duties entrusted to them by the Party Constitution. They should gear their work toward the central task of economic development, act in the overall interests of the country, and abide by the principle of combating corruption in an integrated way, addressing both its symptoms and root causes, and combining punishment and prevention, with emphasis on the latter. In their endeavor to strengthen the Party's advanced nature and purity, they should deliver a good performance in preventing and punishing corruption, improving Party conduct, upholding integrity and combating corruption. Party committees at all levels should continue to strengthen their leadership over discipline inspection and attach greater importance to improving Party conduct, upholding integrity and combating corruption. They should step up efforts to improve their conduct with emphasis on maintaining the Party's close ties with the people; and they should fight corruption and uphold integrity with emphasis on improving systemic efforts for preventing and punishing corruption. They should work hard to resolve pressing corruption problems that cause strong public resentment. They should combat corruption and uphold integrity in a more effective way, and see to it that officials are honest and upright, the government is clean, and political integrity is upheld, so as to fully ensure the implementation of the major policy decisions and strategic plans made at the Party' s Eighteenth National Congress.
