Ambassadors' Views on the Fifth Plenary Session of 19th CPC Central Committee

Carlos Miguel Pereira Hernández, Cuban Ambassador to China

Science and technology and innovation are not only everywhere in China's economic development process in recent years, but also embodied in many achievements. During the 13th Five-Year Plan period (2016-2020), China achieved a lot in applying and promoting scientific and technological innovation. During the COVID-19 epidemic, the Chinese leadership made many efforts to give priority to these areas. We believe that just as China’s economy has achieved major progress, so will its science, technology and innovation. China is becoming more independent both politically and economically as indigenous innovation grows.

Luis Diego Monsalve, Colombian Ambassador to China

It is very important to put forward the new development pattern of "dual circulation". With a population of more than 1.4 billion and a middle-class population of nearly 500 million, China has a vast domestic market with great potential. While promoting domestic market, China will further expand its opening up to the outside world, which is a positive sign for foreign investors eager to enter the Chinese market.

Fernando Lugris, Uruguayan Ambassador to China

We would like to know about the new "dual circulation" development pattern proposed and China's views on this new concept. To my understanding, the "dual circulation" model consists of two aspects: on the one hand, using China’s vast domestic market to enhance domestic consumption; on the other hand, expanding imports, exports and drawing foreign capital through further opening up. Foreign enterprises should think about how to tap into the pattern to better participate in China's economic development. I think the new pattern will bring a lot of opportunities for Uruguay, because the two countries have established a strategic cooperative partnership and the two economies are highly complementary.

Mohamed Abd El-Sattar Elbadri, Egyptian Ambassador to China

I am very interested in the sustainable and coordinated economic development policy that China has proposed. The proposal to boost economic development by expanding domestic demand will improve people's living standards. In addition, China's expansion of domestic demand will not weaken its opening up to the outside world. Instead, it will also provide opportunities and attract more countries for future cooperation.

Bakhtiyor Saidov, Uzbekistan Ambassador to China

It can be seen that the proposal absorbs the insights of people from all walks of life in China and invites ordinary people, experts and scholars to actively participate in state governance. Over the past five years, China's economic and social development has made great achievements. Against the backdrop of the COVID-19 epidemic, China proposes to build a new development pattern, where domestic and foreign markets can boost each other, with the domestic market as the mainstay. This is a strategic choice for China to improve the level of economic development. Looking ahead, China will certainly strengthen its interaction with other countries and play a more important role in promoting global growth, becoming the most attractive country.

Pham Sao Mai, Vietnamese Ambassador to China

I am most impressed by the 14th Five-Year Plan proposal. First, China has officially proposed the dual circulation development pattern and promoted the transformation of the economic structure. At the same time, China's door of opening up is widening. Second, China continues to promote high-quality development, placing innovation at the core and for the first time, putting the development of science and technology atop of its agenda. This is a very important macro-adjustment, which defines the development of China's society and economy in 15 years and ahead.

Joo Salvador dos Santos Neto, Angolan Ambassador to China

As one of the largest economies in the world, China is bound to show its impact on the world's economic growth. China's policy of strengthening solidarity and cooperation with other countries is conducive to promoting their development, especially those developing countries in Africa and the Latin America. Angola is an important strategic partner of China. China's progress will also boost Angola's development and deepen the cooperation between the two countries.

Dario Mihelin, Croatian Ambassador to China

We are confident that China and the EU member states, especially Croatia, will actively cooperate with each other in the next five years. In the future, China and the EU can conduct dialogue and cooperation in various fields such as data, electronic technology, and environment protection. In addition, it is more important to conduct people-to-people exchanges in such areas as sports and culture.
