The government says it plans to improve farmers' income and give better protection to farmer's land transfer rights. At the Central Rural Work Conference that closed on December 22, the Minister of Agriculture Han Changfu said the government would focus on helping build new types of agricultural businesses. He said that requires stable land contract relationships.
Delegates at the conference agreed that farmers' rights should be fully protected and land transfers should not be compulsory or restricted. Delegates also agreed that more work should be done to ensure that farmers get a fair profit for selling their produce.
More importantly, the growth of farmers' income should be maintained at the same pace, or even faster than that of urban residents. China's top leadership announced the target of doubling per capita income by 2020 at the 18th CPC National Congress. The improvement of farmers' wealth is seen as vital to achieving this.
