2008

Macroeconomic outlines Adopt a proactive fiscal policy and a moderately loose monetary policy; actively expand domestic demand; and speed up strategic economic restructuring.

Main tasks for 2009

Strengthen and improve macro-controls; implement a proactive fiscal policy and a moderately loose monetary policy; and expand public expenditures substantially.

Consolidate and develop the rural economy; secure an effective supply of agricultural products; and ensure solid agricultural harvests.

Speed up the transformation of the development pattern; implement strategic economic restructuring; and combine protecting growth, expanding domestic demand and conducting economic restructuring.

Deepen reform and opening up, and modify all related mechanisms and systems.

Safeguard social stability and pay special attention to resolving problems relating to people's livelihood.

2007

Macroeconomic outlines Adopt a prudent fiscal policy and a stringent monetary policy in 2008; prevent economic growth from overheating; and guard against inflation.

Main tasks for 2008

Prevent economic growth from overheating, and prevent price rises that could lead to inflation. Control fiscal expenditures; bring into the monetary policy into full play; and strictly control the money and credit supply.

Enhance agricultural development and reinvigorate rural economic development.

Improve indigenous innovation abilities and optimize the industrial structure.

Conserve energy and reduce emissions.

Coordinate regional development; actively advance urbanization level.

Deepen reform, push forward scientific development, and promote the adoption of systems and mechanisms that are conducive to social harmony.

Advance opening up level; speed up the growth pattern of foreign trade; implement the strategy of free trade zone; promote bilateral and multilateral economic and trade cooperation.

Improve people's livelihood; promote social harmony.

2006

Macroeconomic outlines Continue to implement prudent fiscal and monetary policies and strike a balance among consumption, investment and exports.

Main tasks for 2007

Enhance and improve macroeconomic regulation to maintain momentum of economic growth; control investment growth to a reasonable level; optimize investment structure; increase consumption, especially rural consumption; increase income of farmers and low-income groups in urban areas.

Boost the rural economy and promote the construction of a new socialist countryside.

Actively promote industrial optimization on the basis of energy conservation and environmental protection; phase out outdated production capacities.

Improve indigenous innovation abilities; build China into an innovation-oriented country.

Implement the strategy of regional development; promote healthy development of urbanization. Transfer certain industries in eastern areas into central and western parts of the country; deepen divisions of labor and cooperation; achieve the optimization of resource distribution.

Deepen system reform; implement the concept of the scientific outlook on development.

Adhere to the people-oriented principle; promote social harmony; expand employment; and improve the income distribution mechanism.

2005

Macroeconomic outlines Maintain the continuity and stability of China's macroeconomic policy, stick to prudent fiscal and monetary policies, and improve the quality and efficiency of economic growth in an effort to realize fast and healthy development.

Main tasks for 2006

As the first year of China's 11th Five-Year Plan period (2006-10), the government will step up efforts to maintain the momentum of fast economic growth; promote the development of sectors concerning agriculture, farmers and rural areas; promote innovation and adjustment of industrial structure to build an energy-efficient and environment-friendly society; promote the coordinated development of regional economies; solve problems concerning people's rights and interests; and promote a harmonious society.
