China, three other nations help launch platform to ensure safety, security of troops.

A group to support United Nations peacekeepers was launched on April 27 under the initiative of China, Brazil, Indonesia and Rwanda.

The Group of Friends on the Safety and Security of United Nations Peacekeepers will provide a platform to strengthen information sharing, policy coordination and capacity building, said Ambassador Zhang Jun, China's permanent representative to the UN, at a virtual event on April 27.

The Group of Friends comprises 49 countries and regions, including Russia, the United States, the United Kingdom, France, Germany, Japan, Morocco, South Africa, Pakistan, India, Egypt, Ethiopia and the League of Arab States.

Keeping peacekeepers safe depends on the participation of all parties, Zhang said. The peacekeepers face threats in regional hot spots and from ethnic conflicts, terrorism and improvised explosive devices. The COVID-19 pandemic has also heightened security risks, Zhang said.

The UN peacekeepers were established in 1948 to help countries torn by conflict to create conditions for lasting peace.

More than 1 million people have served as UN peacekeepers, and more than 3,700 of them from over 120 countries have lost their lives in the cause of peace. This year, 49 peacekeepers have died, Zhang said.

China is the second-largest financial contributor to the peacekeeping budget and the largest troop contributor among the permanent members of the UN Security Council.

Currently, more than 2,500 Chinese peacekeepers are serving on eight missions, performing duties such as patrolling, guarding, demining, medical treatment, engineering and air transport.

Ambassador Zhang emphasized that the Group of Friends will study the new challenges in keeping peacekeepers safe, raise awareness and promote a common understanding among member states through the UN Security Council, the UN General Assembly and other platforms.

Ensuring the safety and security of peacekeepers requires not only policy guidance but also practical action, Zhang said.

He added that China is one of the champions of safety and security under the Action for Peacekeeping initiative, which has provided security and safety training for peacekeepers from many countries and funded the Secretariat in carrying out projects and studies.

China also had decided to donate 300,000 doses of COVID-19 vaccines to peacekeepers. Under China's initiative, the UN Security Council adopted the first resolution on peacekeeper security and safety.

More than 150 guests attended the meeting chaired by Ambassador Zhang, including Jean-Pierre Lacroix, undersecretary-general for peace operations; Gilles Michaud, undersecretary-general for safety and security; Lisa Buttenheim, assistant secretary-general for support operations, as well as permanent representatives, deputy permanent representatives, military advisers and officials from members of the Group of Friends and other delegations.

The participants spoke highly of China's leadership in establishing the group. They said the group meets an urgent and timely need, and China's efforts demonstrate its tangible support for multilateralism and the UN's work.

They reaffirmed their commitment to improving the safety and security of peacekeepers and stressed that they will participate in the group's activities to enhance protection of peacekeepers, reduce security risks for them, and to better play the important role of promoting international peace and security.
