Foreign Minister Yang Jiechi Introduces President Hu Jintao's Visit to Australia and Attendance of the APEC Leaders' Informal Meeting

From September 3 to 9, 2007, President Hu Jintao paid a state visit to Australia and attended the 15th APEC Leaders' Informal Meeting, which was held in Sydney, Australia. Foreign Minister Yang Jiechi introduced the achievements of President Hu's trip to the accompanying journalists onboard the special plane on the way back to China.

Yang said that this trip is a major diplomatic move of China toward the Asia-Pacific region this year. The trip is rich, compact and efficient. President Hu attended more than 40 bilateral and multilateral events. Important achievements were accomplished with his trip.

I. Establishing extensive contacts and communications and promoting the growth of China-Australia relations

President Hu's state visit to Australia is a complete success and has fulfilled the expected goals of enhancing mutual trust, expanding consensus, deepening cooperation and embracing future. President Hu's policy recommendations on consolidating bilateral ties were actively echoed by the Australian side. Both sides agreed to strengthen mutual political trust, deepen economic and trade cooperation, expand cultural and personnel exchanges, enhance communication and coordination on regional and international issues and take the opportunity of the 35th anniversary of bilateral ties to further promote the all-round cooperation between China and Australia. President Hu and Prime Minister John Howard jointly declared the establishment of China-Australia strategic dialogue mechanism. The two countries issued a joint statement on climate change and energy and signed a number of contracts and agreements covering economy, trade, energy, judicature, culture and other fields, which will upgrade the bilateral pragmatic cooperation of mutual benefits to a new level. President Hu warmly welcomed the distinguished personages from Australia to attend the 2008 Olympic Games in Beijing. He also visited a farm family, had some small talk with them and built up friendship. During his visit, China announced presenting a pair of giant pandas to Australia's Adelaide Zoo for cooperative research. The media in Australia claimed it the witness of the friendship between China and Australia and that the Australian people were overjoyed with it.

President Hu's trip was highly praised by all the circles in Australia. The Australian leaders said that the development of China is conducive to Australia and the world. Australia will keep being committed to the cooperation with China in all fronts. The business circle believed that the consolidated economic and trade cooperation between China and Australia will fuel the fast and sustained growth of Australian economy. The media commended that Hu's trip is a mutually beneficial and win-win journey and believed that Australia-China relations have entered a new era.

II. Expounding China's policy propositions and promoting cooperation in the Asia-Pacific region

During meetings, addresses and dialogues, President Hu expounded the policy propositions of the Chinese Government on major issues that have regional and international implications and demonstrated China's responsible attitude for seeking for constructive cooperation so as to guide the cooperation in the Asia-Pacific region toward a healthy and balanced direction.

Climate change is the most prominent issue of the meeting. Although China is a developing nation, China's position and propositions attracted high attention. In the meeting, President Hu made a four-point proposal of adhering to tackling climate change through cooperation, adhering to sustainable growth, adhering to the leading position of the United Nations Framework Convention on Climate Change (UNFCCC) and adhering to science, technology and innovation. President Hu proposed the establishment of forest recovery and sustainable management network in Asia-Pacific and introduced the measures, achievements and objectives of China in controlling the emissions of greenhouse gases. It is the second time since the dialogue meeting between the leaders of G8 and developing countries that President Hu expounded China's position and propositions on climate change on the multilateral occasion and it is the first time that the Chinese Government set forth concrete and pragmatic recommendations on cooperation in resolving climate change, which were warmly commented and strongly supported by all sides. The meeting adopted Sydney Declaration, reaffirming the commitments made by countries under UNFCCC, adhering to the principle of common but differentiated responsibilities and integrating China's initiative on forest recovery and management network. The international media had an extensive coverage of President Hu's remarks, commenting that China's initiative offered a new way of thinking of practical significance for the world to deal with climate change. This indicates that China's positive, balanced and rational policy propositions and recommendations were accepted and applauded by the Asia-Pacific economies. The sincere efforts made by China in this regard contributed substantially to resolving climate change issue.

With respect to the cooperation process in Asia Pacific, President Hu pointed out that China advocates pushing the Doha round of negotiations toward a comprehensive and balanced outcome at an early date, moving toward the Bogor Goals and advancing regional economic integration at various levels and by various means for better and faster growth. In terms of the current economic development in Asia Pacific and the world, President Hu, from a strategic perspective, put forward the policy propositions aiming at promoting all-round cooperation and achieving sustainable development, including such measures as promoting the balanced development of global economy, building up a healthy multilateral trade system, offering stable energy supply, maintaining good natural environment, encouraging science, technology and innovation and strengthening education, under the theme of "strengthening our community, building a sustainable future" in his address at the APEC Business Summit, which were applauded by the participants.

III. Introducing China's domestic and foreign policies and enhancing the understanding and trust of the international community
