China's top political advisory session will be opened in Beijing on March 3. The first group of the nation's top advisors from Jilin Province has just arrived in the capital.

At 6 a.m., a train from Jilin Province arrived in Beijing's Railway Station.

The train brought with it members who are taking part in this year's plenary session of the Chinese People's Political Consultative Conference or CPPCC.

One member addressed the group of waiting journalists.

"My proposal this time is to preserve the black soil in northeast China," said Zhi Jianhua. "Last year, when I was visiting the place I used to work, an old farmer told me: Please help save the black earth. He was very distressed. Then I initiated a survey about it, so now I understand our precious black earth is being washed away. It would be gone in 30 to 50 years if we don't protect it. You see, it's all yellowish sand now."

Wang Shuming has attracted great attention over the past year for his proposal on allowing those who are physically challenged to drive. He now owns a driving license. And this year, he has some new ideas.

"My proposals this year are to make cars owned by the physically challenged have more affordable running costs - possibly by decreasing highways tolls for them," Wang said.

"My proposal is to narrow the gap between cities and rural areas; to speed up improving infrastructure there. And the second focuses on environmental protection," Sheng Lianxi said.

The 10-day annual session is scheduled to open on March 3. It will be attended by more than 2,000 members of the CPPCC's National Committee. The political conference serves as a key mechanism for multi-party cooperation, as it includes members of different parties and various social strata.
