| The Sixth Plenary Session of the 16th CPC Central Committee opened in Beijing on October 8. Putting the construction of a socialist harmonious society in a "more prominent position" is on the work agenda of the Central Committee of the Communist Party of China (CPC), while sticking to economic development as its central task. This is the clear message CPC General Secretary Hu Jintao sent out at the session.
As the key CPC annual meeting of the year, the four-day conference released its plan to construct a harmonious society to a packed hall of 195 CPC Central Committee members and 152 alternate members.

Definition of Harmonious Society
A democratic society under the rule of law, based on equality, honesty, compassion and justice. A stable, vigorous and orderly society in which humans live in harmony with nature.
Main Objectives and Tasks Set by the Plenum by 2020:
The socialist democratic and legal system is further improved; the fundamental principle of administering the country according to law is implemented in an all-around way; people's rights and interests enjoy concrete respect and guarantees; widening of the gap between urban and rural development and development between different regions is gradually reversed; a reasonable and orderly income distribution pattern takes shape in general; the wealth of households increases universally and people lead more affluent lives; the employment rate is relatively high and a social security system covering both urban and rural residents is established in general; the basic public service system is further improved and the government attains relatively big improvements in administrative and service levels; the ideological and moral qualities, scientific and cultural qualities and health qualities of the whole nation are improved; further progress is made in fostering a sound moral atmosphere and harmonious interpersonal relationships; creativity is enhanced to create an innovation-based country; the public administration system and social order is further improved; efficiency of utilization of resources is enhanced and visible improvement in the ecological environment is achieved; the objective of building a moderately prosperous society is realized; working toward efficient human resource management; providing for the needs of all Chinese.
