Annan Urges Pacifying Syria's Situation

United Nations (UN) Special Envoy Kofi Annan said his six-point peace plan for Syria must be implemented and the violence must stop. The joint envoy for the UN and the Arab League has met Syrian President Bashar al-Assad in Damascus. Annan said Syria is at the tipping point and he's calling for bold steps now, not tomorrow.

International envoy Kofi Annan said he has appealed to Bashar al-Assad to create momentum for the implementation of the peace plan.

He said he conveyed the international community's concern about the situation in Syria.

More than 100 people, including 49 children, were killed in the weekend attack in the town of Houla.

Annan said the UN Security Council has made clear the massacre must be investigated and those who carried it out be held accountable.

He said it's encouraging that Damascus is organizing its own investigations. But he warned that time is running out. Annan said, "I made it clear that it is not an open ended process. And that the time is coming, sooner rather than later, when the international community will need to make an assessment as to how things are going and what further action or activities may be necessary."

Syria has been suffering from persistent killings and abuses during the 14-month unrest.

Annan warned that the country is at a tipping point. He said, "What is important is to demonstrate through action a real commitment to the plan. And this is what the international community is asking for now - action, not words."

Annan stressed that all sides must do their part to carry out the peace plan.

He said the violence must end for the people and the region to restore hope in a political transition to a democratic future.
