Xi's Trip to Promote Win-Win Cooperation

With President Xi Jinping scheduled to visit Central Asia and attend two major summits in the coming weeks, China is making another stride forward in promoting win-win interaction with the world.

The trip, said international relations experts, bears both regional and global significance, and will contribute greatly to realizing the "Chinese dream" of national rejuvenation and the world dream of lasting peace and common prosperity.

Boosting global economy, enhancing economic governance

Xi's attendance at the Group of 20 (G20) summit in St. Petersburg sends a message to the international community that China attaches great importance to the significant role the group plays in solving global economic problems.

China values and supports the G20 mechanism, and follows "a progressive and coherent policy" in boosting the global economy and enhancing economic governance, said Zhang Yuyan, director of the Institute of World Economics and Politics at the Chinese Academy of Social Sciences.

As a slow recovery continues in developed countries and a slowdown bites into the emerging markets, Xi and his counterparts will discuss strategies on global coordination and economic governance in efforts to achieve a robust, sustainable and balanced economic growth.

Meanwhile, Xi will present China's current economic situation as well as its great economic potential to the international community, giving the lie to those mongering gloom on China's economic outlook.

With other heads of state, the Chinese president will also discuss how to improve global governance and build a fairer and more effective international economic order, including reforms of such organizations as the International Monetary Fund and the World Bank.

As the largest developing country, China will actively take part in global governance, as well as the setting and amending of international economic rules on investment, trade, finance and bulk commodity trades, said Chen Fengying, a senior director of China Institutes of Contemporary International Relations.

Promoting SCO cooperation for security, development, prosperity

Xi's attendance at the Shanghai Cooperation Organization (SCO) summit on September 13 will enhance cooperation among SCO members in politics, security, economy and society.

Firstly, cooperation on security is important and urgent against the backdrop of the fast-changing global situation and complex relations between major countries.

The enduring turbulence in West Asia and North Africa has exerted negative influence on neighboring regions. Meanwhile, the SCO is facing severe cyber security threats, rampant international organized crime and the restless "three evil forces" of terrorism, extremism and separatism.

"Cooperation on security is always the SCO's core function and priority," Pan Guang, director of Shanghai Cooperation Organization Studies Center at Shanghai Academy of Social Sciences, told Xinhua.

Cooperation in this regard is fruitful, added Pan, noting that China conducted joint anti-terrorism drills with Russia and Kyrgyzstan respectively in July and August.

The upcoming summit will strengthen regional anti-terrorism forces and promote more practical and effective development of the border defense cooperation mechanism.

Secondly, SCO member countries should take advantage of their economic complementarity to deepen cooperation and revitalize their economies.

Backdropped by an unstable world economy in recent years, the SCO has calibrated its policies to deepen regional economic cooperation, safeguard security in finance, energy and food, improve the livelihood of the people and reduce poverty.

Pan suggested that the SCO prioritize the building of infrastructure networks and cooperation mechanisms for development finance.

Currently, China is promoting the construction of a regional network of railways, roads, aviation, telecommunications, power and energy, to facilitate logistics, trade and investment and boost economic growth.

Meanwhile, the SCO has started to build financial cooperation mechanisms such as development banks for joint projects, which will provide broad prospects and lasting dynamics for future cooperation in a variety of areas among its member states.

In addition, the summit will hold talks to promote cooperation and exchanges at multilateral and bilateral levels on science and technology, education, tourism, health, disaster relief and environmental protection.

Advancing China-Central Asia win-win cooperation

Xi will pay state visits to Turkmenistan, Kazakhstan, Uzbekistan and Kyrgyzstan from September 3 to 13, to strengthen relations with the four countries as well as other countries in the region.

The visit to Turkmenistan, the first leg of this tour, will deepen China-Turkmenistan strategic cooperation, and advance their cooperation in such fields as trade, economy, energy, transportation, law enforcement, security and culture.

During the visit to Kazakhstan, the leaders of the two countries will map out the medium- and long-term prospects of bilateral ties, lift bilateral pragmatic cooperation, and promote cultural exchanges to consolidate the foundation for their comprehensive strategic partnership.

Analysts pointed out that there is still great potential for bilateral cooperation in areas such as rail, roads, the processing industry, electronic communications and new energy.

Xi's visit to Uzbekistan will further strengthen mutually beneficial cooperation, enhance coordination on major global and regional affairs and infuse more strategic meaning into their strategic partnership.

At the last leg of the tour, in Kyrgyzstan, the leaders of the two countries will seek to promote mutually beneficial cooperation in various fields and lift bilateral relations to a new high.

China has always supported Kyrgyzstan's development, helping it improve its power system, build roads and carry out other programs aimed at improving people's livelihood, Chinese Ambassador to Kyrgyzstan Qi Dayu said.

"China established diplomatic relations with Central Asian countries 20 years ago. The first 10 years was a decade of beginning and warming-up; the second 10 years was a decade of rapid progress," said Jia Xiudong, a senior research fellow at the China Institute of International Studies.

"As for the coming 10 years, it will be a golden decade of all-dimensional and high-level development," Jia added.
