The Chinese Government has always attached importance to guaranteeing social stability in Tibet, improving the living standards of Tibetan people and raising the level of social security for people. For this purpose, measures have been adopted such as developing the economy, improving the legal system, speeding up infrastructure construction and increasing aid to Tibet, thereby enabling it to enjoy good government functions, people living in harmony, booming industries, continuous economic growth, social advancement and an overall stable situation. Especially over the past few years, Tibet has seen rapid development and the people have gained more material benefits, ushering in the best stage for development in history.

However, the Dalai clique, engaged in activities of splitting the motherland, is unwilling to see that Tibetan people have achieved deliverance and liberation and that they are masters of the country, and is unwilling to see that Tibetan people live a happy and well-off life under the leadership of the CPC. They rack their brains in scheming to disturb Tibetan stability and development and then proceed to undermine the upcoming Beijing Olympic Games.

In mid-march 2008, as plotted and instigated by the Dalai clique, serious riots occurred in Lhasa. Violent beating, smashing, looting and burning by a handful of unlawful elements seriously disrupted the public order and stability and caused losses of life and property. Especially on March 14, these people assembled on the streets of Lhasa, chanted "Tibet independence" slogans, set fires all over the place, attacked police officers on duty with stones, beat up passers-by, smashed shops, homes, banks, telecom business offices, and government schools and offices. During the incident, 18 innocent civilians were burned or hacked to death and another 383 civilians were injured, of whom 58 were seriously wounded. Rioters set fires at more than 300 locations, smashed 1367 shops, seven schools, 120 rooms of houses, five hospitals and 10 financial offices, and burned at least 20 buildings and 84 vehicles. Losses to businesses were estimated at more than 320 million Yuan. In addition, dozens of armed police and police offers involving in maintaining order were injured, including 10 seriously hurt.

During the whole process, the law enforcement personnel exercised great restraint, all along taking pains to make peace, and adhered to civilized law enforcement. After the incident, the relevant authorities of the regional government took law enforcement measures in response to the sabotaging activities, and severely cracked down on criminals. The sabotaging activities in Lhasa were quickly calmed down and social order returned to normal. The government rapidly organized repairs of shops, schools, banks and other common facilities. Businessmen who suffered economic losses were given a subsidy by the local government. The Department of Education urgently earmarked a special fund of 600,000 Yuan to repair seven damaged elementary and middle schools and purchase teaching appliances for them.

There is ample evidence that the violent sabotaging incident in Lhasa and the so-called protests and demonstrations by the "Tibet independence" forces outside China are organized, plotted and masterminded by the Dalai clique. Their sinister intention is to create trouble during a sensitive time. They intentionally took provocative actions and blew up the incidents, and even went so far as to creating bloodshed in order to put pressure on the Chinese Government, disrupt the Beijing Olympic Games, undermine China's stable and harmonious social and political situation and tarnish China's international image. Their ultimate political purpose is to separate Tibet from China.

There can be no economic development and people's cannot live normal and happy lives without social stability. Currently, people of all ethnic groups in Tibet are concentrating on development and making arduous efforts to build a well-off society in an all-around way. The Dalai clique's attempts to destroy Tibetan stability and harmony are contrary to the will of the people and are doomed to failure.
