President Xi Jinping’s View on BRICS Cooperation

Over the past years, Chinese President Xi Jinping has urged the BRICS countries to deepen cooperation and share more converging interests. The following are some of his remarks to this end.

As an old Chinese saying goes, “Nothing, not even mountains and seas, can separate people with common goals and ideals.” The five countries from four continents are gathering here for the great goal of fostering partnership for common development and the noble cause of promoting democracy in international relations, and advancing the peace and development of mankind. To pursue peace, development and mutually beneficial cooperation is our common aspiration and responsibility.

--At the 5th BRICS Summit, in Durban, South Africa, on March 27, 2013

We need to adjust our economic structure, achieve development of better quality, build closer economic partnership, boost the building of an open world economy and establish a global development partnership.

—At the 6th BRICS Summit in Fortaleza, Brazil, on July 15, 2014

We should press ahead with the transition of the G20 mechanism from crisis response to long-term governance... We need to build an open world economy, oppose trade protectionism, push for the adoption of responsible macroeconomic policies by all G20 members, and jointly expand global demand.

The international community must join hands to step up counter-terrorism cooperation, in light of the purposes and principles of the UN Charter and other recognized basic norms for international relations. Both the symptoms and root causes of the issue should be addressed. Double standard shouldn’t be allowed.

—At the BRICS Leaders’ Meeting in Antalya, Turkey, on November 15, 2015

The “BRICS Plus” approach we adopted at the Xiamen Summit is designed to strengthen the unity and coordination among BRICS members for greater cohesion and, at the same time, to keep broadening the BRICS “circle of friends” in a joint pursuit of shared development and prosperity for all emerging markets and developing countries.

—At a Plenary Session of the 10th BRICS Summit in Johannesburg, South Africa, on July 26, 2018

China is a staunch supporter and participant of the BRICS mechanism, and takes the BRICS cooperation as one of its diplomatic priorities. We believe the BRICS cooperation will forcefully promote world peace, stability and prosperity.

—At the 8th BRICS Summit in Goa, Indian, on October 16, 2016

We owe the rapid development of BRICS cooperation to the right approach that we have adopted. Guided by this approach, we have respected and supported each other in following the path of development suited to our respective national conditions; we have pressed forward with economic, politi- cal and people-to-people cooperation in an open, inclusive and win-win spirit; and we have worked in unison with other emerging markets and developing countries to uphold international justice and equity and foster a sound external environment.

—At a Plenary Session of the 9th BRICS Summit in Xiamen, Fujian Province, China,

on September 4, 2017

We must remain true to our unwavering commitment to development and strengthen solidarity and cooperation for the well-being of our people and for the development of our world.

—At a Plenary Session of the 11th BRICS Summit in Brasilia, Brazil, on November 14, 2019

The practice of using the pandemic to pursue “de-globalization” or clamor for “economic decoupling” and “parallel systems” will end up hurting one’s own interests and the common interests of all. Under the current situation, we need to stand firm for building an open world economy. We need to uphold the multilateral trading system with the World

Trade Organization at its core and reject abuse of the “national security” concept for protectionist purposes. We need to leverage the new business forms and models triggered by the pandemic, strengthen cooperation on scientific and technological innovation, and nurture an open, fair, equitable and nondiscriminatory business environment to bring about common development of higher quality and stronger resilience.

In advancing BRICS cooperation, we need to embrace changes of our times and keep abreast of the times. We need to set clearer priorities in our wide-ranging cooperation, make our cooperation more results-orient ed and ensure that its benefits are fully delivered. We need to adjust and improve the substance and modality of our cooperation on the basis of consensus to meet the evolving circumstances and practical needs... with our concerted efforts, the BRICS mechanism will brim with renewed vigor and vitality.
