Contributions to world peace and common development

Since the 18th National Congress of the Communist Party of China (CPC) in 2012, under the leadership of the CPC Central Committee with Xi Jinping at its core, China has made historic achievements and transformations in pursuing economic and social development. Acting on the philosophy of helping others to succeed while seeking its own success and taking a global perspective, China has steadfastly pursued the path of peaceful development, worked toward building a community with a shared future for humanity, a new type of international relations featuring mutual respect, fairness, justice and win-win cooperation, and made historic contributions to the international community.

Builder of world peace 

While safeguarding its own peace and security, China is actively contributing its wisdom, solutions and strengths to world peace and stability.

In response to the various security challenges facing the world, President Xi Jinping proposed the Global Security Initiative, calling on the international community to pursue common, comprehensive, cooperative and sustainable security, to respect the sovereignty and territorial integrity of all countries, to abide by the purposes and principles of the UN Charter, to take the legitimate security concerns of all countries seriously, to peacefully resolve disputes through dialogue and consultation, and to maintain security in both traditional and non-traditional domains.

In the global fight against the COVID-19 pandemic, China has shared its containment protocols plus diagnostic and treatment plans with over 180 countries and international organizations, sending 38 medical expert teams to 34 countries, providing over 2.2 billion doses of vaccines to more than 120 countries and international organizations, and performing a global emergency humanitarian operation of a scale unseen since the founding of the People's Republic of China in 1949, all in an effort to build a global community of health for all.

In response to the shared concerns of various countries about data security, China launched the Global Initiative on Data Security as its contribution to formulating rules on global data security.

China has put forth a cooperation initiative on global food security, and has provided over 15,000 tons of emergency humanitarian food assistance to other developing countries in need in 2022.

China has been a mediator of hotspot issues. While adhering to the principle of non-interference in others' domestic affairs and respecting the will and needs of the countries concerned, China has endeavored to help settle hotspot issues in a constructive way, with an approach of promoting peace through negotiation, which is both fair and pragmatic, and aims to address both the symptoms and root causes of hotspot issues.

China has faithfully fulfilled its responsibility and mission as a permanent member of the UN Security Council. China is the top contributor of peacekeeping personnel among the permanent members of the UN Security Council, the second largest financial contributor to both the UN and its peacekeeping operations. The 10-year $1-billion China-UN Peace and Development Fund created by China is supporting efforts to safeguard peace and development worldwide. China has signed or acceded to over 20 multilateral treaties on arms control, disarmament and non-proliferation, including the Treaty on the Non-Proliferation of Nuclear Weapons.

Contributor to global development 

President Xi has proposed the Global Development Initiative, further enriching the vision of a community with a shared future for humanity. China remains committed to a development-first and people-centered approach, has released its first project list covering such areas as poverty reduction and food security, launched the International NGOs Network for Poverty Reduction Cooperation, and established the Global Alliance for Poverty Reduction and Development. All the measures are aimed at promoting the sharing of poverty reduction experience and advocating global poverty reduction cooperation.

In response to tough challenges confronting global development, President Xi proposed to advance high-quality cooperation under the Belt and Road Initiative, an initiative widely endorsed by the international community. China has signed Belt and Road cooperation documents with 149 countries and 32 international organizations. Cooperation under the Belt and Road Initiative has brought expressways to East Africa and a cross-sea bridge to the Maldives, turned Laos from a land-locked into a land-linked country, and made the China-Europe Railway Express an important lifeline in keeping global logistics stable and smooth. China has set up the Asian Infrastructure Investment Bank and the Silk Road Fund, thus building the most extensive, inclusive and largest platforms for international cooperation.

China is a major trading partner of over 140 countries and regions. It is the biggest engine driving the global economy, contributing about 30 percent of annual global growth.

China has earnestly implemented the Paris Agreement on climate change, set for itself carbon emission peaking and carbon neutrality targets, adopted new measures for nationally determined contributions, and played a crucial role in global cooperation on addressing climate change. China is committed to pursuing a development path that puts ecological conservation first, one of green and low-carbon growth. Accounting for one fourth of all the trees planted globally, China has been making unremitting efforts to foster a community of life for humans and nature.

A review of world history suggests how formidable a task it has been for super big nations to develop and prosper. As China has one fifth of the global population, its march toward modernization has important, far-reaching significance to the world. China has won the largest battle against poverty in human history, having once and for all resolved the problem of absolute poverty. China has been among the first of countries to meet the UN Millennium Development Goals, taken the lead in implementing the 2030 Agenda for Sustainable Development, and achieved the Sustainable Development Goal of ending poverty 10 years ahead of schedule, accounting for over 70 percent of global poverty reduction. Plus, the World Bank projected that Belt and Road cooperation will lift 7.6 million people out of extreme poverty and 32 million people out of moderate poverty in relevant countries by 2030. 

Defender of international order 

At the UN and on other important occasions, President Xi put forward China's global governance philosophy and advocated a commitment to openness and inclusiveness instead of seclusion and exclusion, to international law instead of seeking one's own supremacy, to consultation and cooperation instead of conflict and confrontation, and to progressing with the times instead of complacency. These propositions charted the course for the reform of the global governance system and international order, bringing positive energy to a world full of uncertainty.

China has actively advanced the reform and development of the global governance system under the principle of fairness and justice, contributed its wisdom, offered its proposals, and embraced its responsibilities. China's efforts to push forward the reform of the global governance system are not to reinvent the wheel, but to make the system fairer and more reasonable. The international order should only be based on the widely recognized international law, not the rules set by a few countries, let alone one's own rules imposed on others.

China has been committed to upholding the purposes and principles of the UN Charter, the international system with the UN at its core and the international order based on international law. China has been involved in multilateral affairs in all fields. It is a member of almost all universal inter-governmental organizations and a party to over 600 international conventions. It has concluded more than 27,000 bilateral treaties and fulfilled in good faith its international obligations. While abiding by the Universal Declaration of Human Rights, China has made relentless efforts to protect and strengthen its human rights. At the same time, China is firmly against attempts to politicize human rights and has worked to advance the healthy development of international human rights cooperation.

On the new journey of building a modern socialist country in all respects, the CPC will stay true to its founding mission of realizing people's happiness, national rejuvenation and human progress. China will always see its development as part of human development, share development opportunities with other countries, and continue to work together with the rest of the world to promote humanity's shared values of peace, development, fairness, justice, democracy and freedom, advance the building of a community with a shared future for humanity and make new, greater contributions to world peace and common development.

As General Secretary of the CPC Central Committee Xi Jinping said in the report to the 20th CPC National Congress: "China is committed to building a world of lasting peace through dialogue and consultation, a world of universal security through collaboration and shared benefits, a world of common prosperity through mutually beneficial cooperation, an open and inclusive world through exchanges and mutual learning, and a clean and beautiful world through green and low-carbon development."
