Europe is "close to limit" on accepting new refugees, said Donald Tusk, President of the European Council, at the start of the G20 Summit in Hangzhou on September 4.

Due to a raft of instability issues in the Middle East in nations such as Iraq and Syria, large numbers of people seeking refuge from danger in their countries have looked for safety in Europe.

"The practical capabilities of Europe to host new waves of refugees, not to mention irregular economic migrants, are close to its limits," he claimed.

Tusk stated that the migration and refugee crisis is a global challenge which requires a solution based on responsibility and solidarity. Some 65 million people have been displaced all over the world, he said, adding that "the G20 community must scale up its share of responsibility."

"Only a global effort supporting refugees and the host communities will be able to bear fruit. We want to encourage our partners to increase development aid and refugee resettlement. We need to address the root causes that caused millions of people to leave their homes and seek shelter elsewhere."

The G20, which lasts until September 5, is expected to provide a forum for international leaders to discuss practical solutions and make contributions through their accumulated experiences.

Tusk also said that terrorism is a threat to all countries and that a comprehensive approach must involve actions to counter radicalization. "This also includes a financial dimension," he said, supporting action to combat the financing of terrorists.
