The Second Plenum of the 16th CPC Central Committee

The Second Plenary Session of the 16th CPC Central Committee was held in Beijing on February 24-26, 2003. The plenum deliberated and approved the Proposal Concerning Conducting In-Depth Reform of Administrative Management and Institution. It also suggested to the State Council to formulate an institutional reform scheme accordingly and submit it to the First Session of the 10th National People's Congress (NPC) to be held in March the same year for deliberation.

The plenum stressed that the governmental administrative reform is an important part in the ongoing political reform, as well as a requirement for establishing and improving the market economy. The functions of the government should be further transformed to shape an efficient, standardized, well-coordinated, transparent and honest government.
