Chinese President Xi Jinping, also General Secretary of the Communist Party of China (CPC) Central Committee and Chairman of the Central Military Commission, joins a deliberation with deputies from Hubei Province at the third session of the 13th National People's Congress (NPC) in Beijing, on May 24. Xi stressed fortifying the public health protection network, reforming disease prevention and control system, and boosting the epidemic monitoring, early warning and emergency response capacity. Edited excerpts of Xi’s speeches on public health since 2016 follow: 

The virus continues to spread overseas. Clusters of cases still exist in some domestic areas, sporadic cases have arisen in Hubei and new asymptomatic infections are reported every day.

It requires continued efforts to forestall both imported cases and domestic resurgence to ensure that the hard-won progress in epidemic containment is not lost.

We should pay close attention to addressing possible "post-epidemic syndromes".

China's public health and medical service systems have played their key roles in dealing with the epidemic, but some weak links and inadequacies were also exposed.

Prevention is the most economic and effective health strategy.

The key to epidemic monitoring and early warning lies in timeliness and accuracy.

It is important to improve the monitoring mechanism for diseases of unknown causes and abnormal health incidents.

Practices including wearing masks, sorting garbage, social distancing, separate dining and using serving chopsticks and spoons while eating in a group, and online reservation for hospital visits, have become a social norm in China. We should promote and uphold such healthy practices.

Since reform and opening up in 1978, China’s health industry has grown rapidly; the medical service system has been improved; equal access to basic public health services has been enhanced; and our capacity to control disease has been greatly strengthened.

After many years of efforts, we have improved people’s conditions and blazed a development path suited to China’s reality.

We should balance the roles of government and market; the government should be operational in providing basic healthcare services, while the market should be dynamic in other healthcare areas.

We should advocate a healthy lifestyle, promote the idea of all-round wellness, shift the focus from treating ailments to healthcare, improve the healthcare education system, enhance the health awareness of the public, and integrate fitness and healthcare across the country.
