March 28 this year marks the 63rd anniversary of the emancipation of serfs in Tibet. Chinese President Xi Jinping has made clear how Tibet Autonomous Region should be governed in the new era at the two central symposiums on work in Tibet since the 18th National Congress of the Communist Party of China (CPC) in 2012.
