On February 13, China unveiled its "No.1 central document" for 2023. The document states that the nation's development has entered a stage of increasing uncertainty, where strategic opportunities and strategic risks exist side by side. As such, it is vital to maintain focus on the development of agriculture, rural areas and farmers, known as the Three Rural Issues, which is a foundation of overall development. Chinese President Xi Jinping attaches great importance to these issues, highlighting that solving problems related to them has been a top priority in the work of the whole Party. Xi is also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission. Edited excerpts of Xi's speeches on this topic since 2018 follow:
